It is logical. In a window which has frames (where Tab/Shift+Tab are already taken), such as an Internet Explorer browser window, Ctrl+Tab and Shift+Ctrl+Tab should navigate through the frames. And in a window which has tabs, such as a tabbed dialog, Ctrl+Tab and Shift+Ctrl+Tab should navigate through the tabs. Naturally, it should never be the case that a window has both frames and tabs.
