Arthur has already provided details of how to do this[1], so I'm just 
going to waffle a bit about what's actually going on.

[1] if Arthur's instructions don't cover your problem, I'll repeat his 
suggestion: go back through the history of this group, this issue has 
been discussed several times in the last month or so.

This isn't something you configure via Mozilla, it's something you 
configure via windows.  When you configure this stuff in IE, because of 
its "Integration with the OS", you're actually changing your windows 
config.  IE/OE also make use of a few nice little backdoors, some of 
which can be a PITA, e.g. : fire up IE.  It connects you to the net. 
Launch another app that also uses the internet.  close IE.  "do you want 
to disconnect", even though the other app is STILL USING THE CONNECTION.
