When I went to www.google.com and typed in 小坂 (in kanji)、I got no results, but when I went to www.google.co.jp I got plenty of results. There is also the problem that you say that the characters are garbled when you type them into the URL bar to search, but this is academic since even if the characters weren't garbled, you wouldn't get any results because you would be searching on the English Google site... Also, if I set my URL bar search to use www.google.co.jp, it works fine and the characters aren't garbled...
