Install from SEA files

I read in http://www.mozillaquest.com that you can download a SEA 
tarball, untar it where it will go into the ./mozilla-installer dir and 
then invoke the mozilla installer. I did that and all I get is a 
"network error occurred" because it said to disconnect because you got 
all the files already. What do I do wrong? Where can I find a
