You should create a new RFE. It's nothing to do with bug 55477.

If the means of setting the referer was as some part of the address
(using some character which isn't allowed in URIs to prefix a
`referer=http://foo.bar/' section of the stored address), then this
wouldn't need any extra UI, which would be good.
