We also have Presidents or similar in most countries. However, they are 
supposed to do what the majority of the people what (if it's not against 
minorites). They merely *represent* the people.

Module owners are there to streamline the system and to have somebody 
being responsible. This does not mean that they can do what they want.

Note the difference between "some" and "many".
