FreeAMP is as well, in a similar vein, but I hear it's a lot more 
flexible than Winamp. Um, what else? All Gnome applications which have 
UIs developed with Glade, have XML based UIs, IIRC. Rendered HTML offers 
a UI which is described with a text file. I'm dimly aware of several 
Java solutions which use an XML file to describe a Java application's 
UI, and this is well before the Java XUL project.

It's easier to "code" for, debug, modify and extend - the same reasons 
that many applications and games have scripting languages built into them.
