Yes. That happens sometimes, but not always. Note that the roadmap tells
the "ideal release". By the ideal release, 0.9.8 is far (exactly a week)
behind.

There were several bups targeted at 0.9.8 which needed to be fixed. I
think we're ready now (two bugs weren't fixed yet but will probably just
be re-targeted at 0.9.9 as they aren't that critical).
