Right click on the panel -> Panel -> Add to Panel -> Launcher...  Name 
and Comment can be anything, Command is anything you type into a shell 
to start mozilla which isn't dependent on your location.  Click on Icon 
and pick an icon(either choose a generic one or Mozilla has stars you 
can use in its icon subdirectory).
Alternatively you can right click on the Netscape icon and choose 
Properties and change the command to point to Mozilla.
