If you want the ability to:

* Add and remove toolbar buttons
* Add and remove menus and menu items
* Change the look of the browser toolbars and toolbar buttons
* Have "native" language menus

Then you should be looking at K-Meleon:

Gecko engine, whatever interface you want and the ability to fully
customize it to your heart's desire.
