This seems very strange. Here's what you do:

First, start the Profile Manager (Start | Programs | Mozilla | Profile 
Manager), create a new profile, and start Mozilla with that profile. See 
if that fixes the problem.

If not, you've discovered a rare bug in Mozilla. In that case, you go to 
Bugzilla at <http://bugzilla.mozilla.org/> and search for this bug. 
(Bugzilla is Mozilla's bug reporting and managing system.)

If you find the bug, you can type your email address in the "Add CC" 
field in the upper right corner of the page and press the Commit button. 
Then you'll be emailed whenever progress is made on fixing the bug.

If you can't find the bug, wait until Mozilla 0.9.9 is released, which 
will happen soon. Then download it and see if you still experience the 
problem. If you do, you file the bug in Bugzilla using the normal Bug 
Entry form <http://bugzilla.mozilla.org/enter_bug.cgi> or the Bugzilla 
Helper <http://www.mozilla.org/quality/help/bugzilla-helper.html>. Be 
sure to read the Bug Reporting Guidelines 
<http://www.mozilla.org/quality/bug-writing-guidelines.html> first. 
You'll receive an email whenever someone adds a comment to the bug, or 
when it is fixed.
