Er, no. According to JTK, it's to enable AOL-TW to have influence on the
Chinese computer market.

Well I always thought that Mozilla itself was not supposed to be seen as
an end user browser nor as an end user product in any way.

Apache is in itself targeted at end users (server admins in this case).
Mozilla is - afaics - rather targeted at testing, feedback, development,
etc. groups.
