It is more than year old comment, don't even know where from, but
surely said by some Netscape developer during some talks over
architectural design of Gecko.

That doesn't mean XBL will be implemented completely. (For example
<script> part probably won't be.) Even CSS1 will probably lack some
important parts (floats to say the one).

Maybe creator of the form controls hadling knows what is bad in his
