Viewer will probably someday be built on top of the embedding harnesses, but
there are a lot of things in it that only Gecko engineers care about. If
Viewer is causing bloat in other modules, then it should be fixed. We don't
have the resources right now to add all of its Gecko specific functionality to
another app.
