I'm not the right guy to ask about "official" anything, but since ekrock
is on vacation I'll give it a shot. "gecko" is the name that netscape
proudly displays on the 6.0 splash screen, so from Netscape's point of
view, that is the official name of the layout engine. "raptor" is an
obsolete and never-approved code name. "gecko" == "raptor" for the sake
of technical discussions. Somebody at mozilla.org might want to comment
further on their perspective.
I don't know what you mean by "the layout project" as a separate thing
from "the layout engine."
