This doesn't appear to be a bug.  Mozilla and Netscape 4.x are using
different fonts, or at least slightly different sizes of the same
font.  The lower-case "g" in the font Mozilla is using doesn't descend
below the underscore line, but in the particular font Netscape 4.x is
using on your machine, it does.

Choose the same fonts for both, and I'll bet you get the same results.

To see that they are different fonts, look at the "m", "4", "5" and
"7" also.  It's just at low resolutions, different fonts tend to look
similar.  The "5" in particular seems to indicate that these are two
different fonts.
