Serve the document as "Content-type: text/html" with a "Transitional"
FPI doctype declaration (i.e. no SYSTEM identifier)
Even if your doc instance is "strict compliant" as written, it will
validate versus the Transitional DTD too.
Another reason to see why DTD subsets are pretty useless at times.
(Gosh, I knew things like this was going to come up from
a <!DOCTYPE... sniffing practice :)
