There are many other examples of this happening -- I don't think it has to
do with the fact that the css is named with a .html extension.  I haven't
found a gb2312 site that doesn't have this problem.  Here are some more
examples:

http://www.google.com/intl/zh-CN/

In addition, there seems to be no problem when these pages are loaded in IE.
Katsuhiko, do you know who might have an interest in looking at this more
closely?

I have not seen a stylesheet in .html file type rather than .css type.
This page defines the external stylesheet file as:

This may have something to do with it.
