You might try this:

Add the width="33%" attribute to your TD tags. For example line 33
which reads

 <table width="100%"><tr valign=top><td><b><ul>

would now read

 <table width="100%"><tr valign=top><td width="33%"><b><ul>

There are numerous other problems with the HTML which may or not be
related to your problem, but this newsgroup is not the place to go
over them. If you need some help, either email me personally, or try a
HTML newsgroup such as alt.html or comp.infosystems.www.authoring.html
