Probably the coders of outlook web access only really care that it works
in IE. After all they work for Microsoft so they've got a reason to
makes things look sub-optimal in other browsers.
Although in many cases web developers won't know if they're coding to
bugs in past implementations or coding to standards because most web
authors don't think about checking compliance and if there's nothing in
the browser window to indicate invalid code then they're not gonna notice.
