Is NGLayout1998-11-02 still useful?

I find it in the NGLayout documents, and download it, comparing it
with the current layout code. There have a lot of differences. I am a
beginner, I want to know the layout mechanism, so is the NGLayout
1998-11-02 more suitable for beginner? I mean maybe it is easier to
understand, to modify( There seems to have more debug infomation in
the build).
