what you want is to add something like

*:focus{
   border: 1px solid yellow;
   -moz-border-radius: 50%;
}

to html.css (found in the res directory of a normal mozilla build) or 
userContent.css (found in the chrome directory of a user profile)

for border:

for -moz-border-radius:

using border for this might cause issues since borders take up space. The actual 
property that should be used is outline:
http://www.w3.org/TR/REC-CSS2/ui.html#propdef-outline
but moz hasn't implemented this correctly yet. You could try -moz-outline: and 
see how well does it work. Note that there are known issues with this.
