Now I understand the key point of Your question.

The size of the DIV itself is influenced.

<iframe src=..... style=zoom:50% width=600>
</iframe>

renders an iframe with width 300 and when the contents
is to large, the scrollbars are also only 50% of normal size.

This is the same as my example with the print out.

Print all starting with the block where the zoom is,
put the printed paper on a xerox and select a zoom factor.

With above example, an IFRAME with width 600 and scrollbars,
and after xerox with 50% zoom, everything is smaller including
the scrollbars.
