Radio buttons and check boxes in forms.css

Why are the background-color and color of radio buttons and check boxes set
to !important in forms.css since version 1.2? In my eyes this is really a
flaw, because they cannot be formatted with CSS an thus integreated seamless
in the web page layout any more, like buttons etc.
