Two test cases:

I don't know if it is right but margins are not considered in a overflow - is this correct? I'm little confused because in IE and Opera (not so sure but can't check right now) it is not the same. If it is right it is not behaving consistent, I mean:

The BODY element has 10px wide margins set. Shrink the browser window horizontally so it nearly touches the square frame borders. Horizontal scrollbar appears after overlap the square frames. Now the same thing but shrink the window vertically (make it wider enough before that so no horizontal scrollbar to appear) - the vertical scrollbar appears when the viewport frame touches the BODY margin edge. Not the same with the horizontal case but the overflow in the DIV boxes remain consisten for the vertical and horizontal margins.

Could somebody put some light on this (am I missing something)?
