Absolutely. ;) The current version is 1.6.
So , If I have understood your explanation, I should set an height for the body ? With this version of Mozilla it doesn't work, as you said.
To be sure that it works, you need to set explicit percentage on every ancestor of the node with the percentage height, up till you get to a node with a fixed height (or to the document root).
