Page-breaking absolutely positioned frames

Currently, we do not page-break absolutely positioned frames.  If the frame is 
too tall to fit on a page, then it's simply truncated at the page edge (bug 154892).

The obvious questions are:
1)  What exactly should happen with absolutely positioned frames when printing?
2)  How should we implement it?
Thoughts?
