I couldn't find any layout code for that attribute. Xulplanet also never mentions it 
and the only occurence in Bugzilla - 
http://bugzilla.mozilla.org/show_bug.cgi?id=49178#c3 - is also not very helpful. This 
seems to be a special autostretch-attribute for toolbars.

So my question is: What does this attribute do? Is this still used in the codebase or can it be removed?


tbautostretch was simply a variant of autostretch that used to apply to the anonymous toolbar-holder. tbautostretch="never" is now tbalign="center" - see http://lxr.mozilla.org/seamonkey/source/editor/ui/composer/content/editor.xul#219, while tbautostretch="always" was the default and can simply be removed.
