Also, right now I'm not sure how various things are hooked up. I'd like to extend the layout engine to also paint a resizable wrapping margin (looking like a vertical splitter) and allow the user to drag it. Where am I to hook that up?

The problem with this is that the device context's scale transformation doesn't work right. Fixing it is most of the work involved in fixing bug 4821.
