It seems to be related to the position of the tooltip display area to the bottom of the physical screen. When I make the Warpcenter not display over maximized windows and the Mozilla windows covers the entire desktop, then the tooltip will not display. Also if I have the Warpcenter displaying over the maximized windows, which Mozilla then shrinks its size to the reduced area, the tooltip displays as expected. If I then manually move the Mozilla window frame so that it covers more than half of the Warpceter (Warpcenter is on bottom of screen with small icons), then it stops displaying the tooltip.

I confirm your observation. I am at 1280x960 with ft2lib working. I am using the New Times Roman MT30 font, so I don't think the font is a factor. MCP with fixpack 3 and trunk nightly build of May 12,2005.
