This is OS/2-only, but is it Warpzilla, or is it the OS?

Here's my main trunk profile, and how Linux & doze do it in DP, FF &
Moz:

Here are the other OS/2 variants:
Naked profile on 1.7.8 without ft2lib installed:

Naked profile on 1.7.8 with ft2lib installed:

Naked profile on 1.0.4 with ft2lib installed:
http://mrmazda.no-ip.com/Moz/SS/leading-bug-ff.gif
Naked profile on DP nightly with ft2lib installed:
http://mrmazda.no-ip.com/Moz/SS/leading-bug-dpn.gif
Naked profile on trunk with ft2lib installed:

By "naked" above I mean no user CSS, and no extensions in the profile.
What distinguishes my main trunk profile for this case is it has the Web
Developer 0.9.3 extension installed, though user CSS removed.

URL is http://members.ij.net/mrmazda/tmp/leading-bug.html which I've
been agonizing over for several days to try to isolate the line-height
fault I noticed early in the week. Paragraph 3 at the bottom there
describes in more detail this bug.

1-Does anyone using other code pages see anything different?
2-Does anyone using v2.x of the Innotek Font Engine see anything
different?
3-Whose fault is this bug, Warpzilla's, or IBM's, or both?
