Perhaps the Mozilla Minimo project will be of use for you, (intended for
Windows CE [PDA's etc.] as far as I am aware though), but is made
specifically for lower-end processors/architetchure... On the other

which states that Minimo has been targeted at systems with 32-64MB RAM.
I don't know how that fits in with your needs.
Incremental layout in general is non-trivial. In fact, there are many
open bugs in bugzilla concerning incremental layout bugs in gecko's
layout engine (most are minor and changes due for 1.9 should help).
http://www.mozilla.org/newlayout/doc/reflow.html contains information
about how gecko currently handles reflow.
