There is only one mozilla.org open source codebase, which contains several
"products" such as the Mozilla browser suite itself, tools like Bugzilla,
Tinderbox, and Bonsai, and miscellaneous other stuff. mozilla.org is not
interested in making a commercial distribution of any of these, although it
hopes others will do so.
Netscape is building a product based on the Mozilla browser which contains a
few additional proprietary bits. The Mozilla Public License is explicitly
friendly to combining open source code with closed source code.
