NetBeans code is governed by the Sun Public License
("SPL") which license is a derivative of the MPL. The
differences between the two licenses are very minimal and
are described on the NetBeans web site at
http://www.netbeans.org/license.html.
The MPL allows for creation of modified version of
in MPL section 6.3 so long as such derivative licenses do
not contain phrases such as Mozilla, Netscape, etc. The SPL
does not contain such phrases.

IIRC, many folks do that, btu I don't know, if you are
still allowed to
call it MPL then. I think, you may call it a MPL-derivate.
