Per Mitchell Baker:
any files in your plug-in that contain any code governed by the
NPL/MPL must be governed by the NPL or MPL.  Any other files may be
governed by the license of your choice.  If your plugin includes files
governed by the NPL or MPL, then the notice requirements of Section
3.6 apply.
