No, it isn't. First, only parts of the Mozilla source are currently dual-licensed although eventually it will all be. Secondly, the "dual" license only applies to the source; the licenses are still incompatible and any given binary can only be released under one or the other license. mozilla.org will continue to release binaries under the MPL. -Dan Veditz
