Hi,
I understand that Mozilla Foundation is establishing its logs and website as a sign of quality. The following message is specifically about the items regarding localized versions of websites at
http://www.mozilla.org/foundation/trademarks/l10n-policy.html

I cannot see the point of this, a little confused.
If translation sites follow the rest of the rules described at "Localized Versions of Websites", there must not be any confusion regarding the authenticity of the information.
All you have to do is to declare that any official information from Mozilla Foundation will be published ONLY under mozilla.org, and that any information available outside of the domain (mozilla.org) will not be regarded as official unless authorized by Mozilla Foundation or its affiliates.
In my opinion, once translation sites are recognized as "level 1" by Mozilla Foundation or its affiliates, they *should* look like the original mozilla.org site in order to show the translations' authenticity. Otherwise readers will be confused which translations are authorized and validated by Mozilla Foundation, and which are not.
My confusion is:
Items 1 and 2 seem a little contradicting. It seems that on the one hand the translation sites must use mozilla logos and graphics unmodified. On the other hand the translation site must modify the layout/site design.
Do you mean that if translators want to publish level 1 translation:
* translation sites must use unmodified logos and graphics from mozilla.org but must make it clear that the translations are not from mozilla.org
but at the same time
* translation sites may not use the layout/site design of mozilla.org
Is this understanding correct?
The problem is that logos and graphics at mozilla.org are designed suitable only with the mozilla.org's current site layout/design: e.g. color schemes of logos and graphics. They are almost inseparable.
There is another problem: If translation sites must adopt a different design from mozilla.org's, what do you think about the work load for modifying and designing a new layout for existing translation sites? It is not an easy job at all if the mere translation is heavy enough work load.
If you make a clear declaration mentioned above, it would be the simplest and clearest way to show who is broadcasting the official information about Mozilla.
