I think posting specs on the web first is fine as long as there's the
opportunity to discuss them and change them before developers have done
too much work implementing them. I think making sure specs are posted
as quickly as possible is a key idea. Having talked to Paul and Jennifer
a bunch about this, I think that's one of the things Jennifer means by
"plan to do a better job." I think we all want discussion and
participation on the newsgroups.
