The steps to import the ldif, text address book are
1. File|Import... or Tasks|Tools|Import Utility...
2. Select "Address Book" if the radio button is not selected, then "Next" button
3. Select "Text" in the list, the next button should be enabled. Click "Next"
4. Pick the file you want to import from the file picker, then click "Open".
5. You should see the the import fail or success message on the next screen,
then click "Finish".
6. You should see the imported address book in the address book window.
I used Netscape 6.0 on NT and it works.
