I believe that this is essentially the same bug as the following:
http://bugzilla.mozilla.org/show_bug.cgi?id=41009
This bug is about Edit as New but Reply probably uses the same mechanism
to quote headers and recipients. The bug was assigned to rhp but it now
should be re-assigned.
