Accented characters in mails

Accented characters have worked properly on every build of Mozilla I 
have tried.  But suddenly, they don't.

For example, German double ss (Alt-225) comes out
�.�.�.�.�.�.�.�.�.�.�.�.�.

French e accent aigu (points towards 1:00) Alt-130 comes out:

�

I haven't changed any settings.  Anyonmer else seen this?
