The choice sounds a bit odd to me. I'd dot it exactly the other way around:

If I want to download msgs, it makes more sense to do it at the 
beginning, so I don't have to wait for the msgs to load while I'm 
reading (some of) them. I could even disconnect from Inet after 
downloading them and while reading them. Once I'm done with processing 
my mail (which includes answering it), and (about to) close Mailnews, 
I'll want to send my mail. I certainly don't want my mail to lie around 
in my outbox until I open Mailnews again (which may be a day later, if 
I'm not a frequent email user). (The Inet connection may be on autodial, 
or I may open it manually as necessary.)

Isn't that the 4.x behavious, too?
