Most likely this is related to the new outliner which has been mentioned
often here, on mozilla.org, and mozillazine.org. It's way faster than
the old threadpane, but since it's been written from scratch, there's
still a few features left to implement.
As for whether a bug has been filed, have you tried a query on bugzilla?
