File | Offline | Work Offline menu broken?

I'm using 4/24/2001 build of Mozilla on Windows 2000. When I select File 
| Offline | Work Offline, shouldn't the menu selection change to Work 
Online at that point? It stays as Work Offline, so I think it's broken.
