Because Netscape has different priorities to Mozilla. They wanted to
release a browser to leverage all the work they'd put in and get the
technology into the hands of the public. Mozilla has a different set of
goals for 1.0 - HTML4 and CSS1 "total compliance" (at least I hope so) and
various other things which are being defined.
