The submenu for the print button is to provide the option for print
preview which isn't yet in Mozilla.

In Netscape 6 they also use it for the dubious 'Print Plus' feature.

Have a check through bugzilla:
http://bugzilla.mozilla.org/query.cgi

If you can't find a bug then file one using the bugzilla helper:
http://www.mozilla.org/quality/help/bug-form.html

I'm not sure whether that it is possible currently for a menu button to
become a normal button in different circumstances. But I definitely
think this is a good idea for get msgs.

As for the print button I suggest leaving as is, if we expect to get
print preview soon, otherwise that should also become a normal button
for now.
