I'm not entirely sure what you mean, I assume it's a web based system 
unless you mean Outlook Express rather than Internet Explorer.

Mozilla will prompt for username and password when it needs one, if it 
doesn't work perhaps there's some proprietary authentication system that 
works only with IE. Try downloading Netscape 4.77 from 
http://home.netscape.com/download/ and see if you have the same problem 
there. If it works in Netscape then it means that there could be a bug 
in Mozilla for not promting you with a password, if it doesn't work I'm 
afraid you're a victim of MS attempts at world domination (don't get 
Netscape 6 - it's based on an old version of Mozilla so if it doesn't 
work on the latest it won't work on Netscape 6).
