when sending mail offline, it's where we keep your unsent messages.
for news accounts, it's the default place we keep sent, drafts and 
templates.

it's also very handy to have a well known default place for some default 
folders.  a lot of the back end code, on failure, will use the sent, 
drafts, templates folders on "Local Folders".
