In Netscape 6/defaults/pref/mailnews.js

pref("mailnews.send_plaintext_flowed", true); // RFC 2646=======
pref("mailnews.display.disable_format_flowed_support", false);

Set the first one "false", and the second one "true".

The second pref can also be used in prefs.js as a user_pref.
