That is because the "Instal" button is only for Milestone Build 0.9.2.
You seem to be using a (more recent) nightly build (see my explanation
below). For a nightly build, you need to follow the link as described in
that theme's description on that web page
(http://x.themes.org/viewresources.phtml?type=chrome).

Go to Help - About. If there is a plus sign (+) after the version
number, you have a nightly build (e.g., Mozilla 0.9.2+). If there is no
plus sign, then you have a milestone (e.g. Mozilla 0.9.2).

This seems to be a nightly build, because the build date (20010713) of
2001-07-13 is much newer than the most recent Milestone, which I think
came out in mid June (not July).
